One of the most common fraud schemes we investigate involves stolen vehicles being sold with fraudulent German registration documents. Digitpol has examined hundreds of cases in which genuine blank German registration certificates, originally stolen from licensing authorities, were later completed with false vehicle information and used to create a legitimate-looking identity for stolen vehicles. Many of these investigations have been linked to North Rhine-Westphalia (NRW), particularly the Duisburg region, where thousands of blank registration documents were stolen and subsequently used in organised cross-border vehicle crime.
In these cases, criminals pair authentic blank registration documents with stolen vehicles by altering the stamped VIN, replacing VIN labels, or cloning the identity of a legitimate vehicle. Because the documents themselves are genuine, they often pass routine visual inspections, making forensic examination of the vehicle essential. The stolen vehicle is then marketed as being "on German papers" and sold in another country, frequently to unsuspecting buyers who believe the documentation confirms the vehicle's legitimacy.
Digitpol's forensic investigation goes beyond document verification. We examine the originality of the stamped VIN, inspect manufacturer VIN labels for signs of replacement or manipulation, recover altered or removed identifiers where necessary, verify the vehicle's production data, and compare all physical identifiers against the registration documents. We also assess the provenance of the vehicle, identify inconsistencies in its documented history, and determine whether the vehicle has been cloned or re-identified.

Recovery of Deleted Digital VIN Data – Digitpol specializes in the forensic recovery of deleted, altered, or hidden Vehicle Identification Numbers (VINs) from electronic control units (ECUs). Using advanced forensic techniques, we recover and verify VIN data stored within vehicle systems, including ABS modules, airbag control units, instrument clusters (dashboards), engine and transmission control units, keys, and navigation systems. This process helps identify vehicle cloning, detect tampering, verify a vehicle’s true identity, and provide reliable digital evidence for criminal investigations, insurance claims, and vehicle authenticity verification.
Recovery of Stamped VINs. Digitpol specializes in the forensic recovery of obliterated or altered stamped Vehicle Identification Numbers (VINs) using advanced chemical etching techniques. Even when a VIN has been ground away, filed, or otherwise removed, the metal beneath the surface often retains microscopic deformation from the original stamping process. By applying controlled forensic chemical etching methods, our specialists can reveal the original VIN, helping to identify stolen or cloned vehicles, verify a vehicle's true identity, and provide reliable forensic evidence for law enforcement, insurers, and legal proceedings.
